Visitor's Permit (with Seychelles Travel Authorisation)

Seychelles issues no tourist visa to any nationality. Pakistani travellers apply online for the Travel Authorisation before boarding, and Immigration grants a free visitor's permit of up to three months on arrival — provided the ticket, accommodation and funds check out at the border.

Travel Authorisation normally decided within about 24 hours; apply at least a week before departure. Permit itself is issued at the airport.Travel Authorisation approx. EUR 10 on the official portal (confirm the current fee at seychelles.govtas.com); the visitor's permit on arrival is free
  • Passport valid for the whole of the intended stay
  • Approved Seychelles Travel Authorisation from seychelles.govtas.com, obtained before airline check-in
  • Confirmed return or onward air ticket
  • Booking confirmation for licensed tourist accommodation covering every night of the stay
  • Bank statement or cash/card evidence of at least US$150 per day of stay
  • Accurate Seychelles address on the arrival declaration — false declarations are an offence

Visitor's Permit Extension

Extends the initial three-month visitor's permit in further three-month blocks, to a maximum total stay of twelve months. Applied for from inside Seychelles, online at permits.ics.gov.sc or in person at Independence House, Victoria. No work of any kind is permitted on it.

Not published by Immigration — lodge 2-3 weeks before the current permit expiresSCR 5,000 for each three-month extension or part thereof
  • Application lodged at permits.ics.gov.sc or Independence House, Victoria before the current permit expires
  • Valid return or onward ticket covering the extended period
  • Accommodation booking or host's confirmation for the extension period
  • Bank statement showing roughly US$150 per day of funds for the extended stay
  • Written reason for the longer stay, with no gainful occupation undertaken in Seychelles

Student Permit

For non-Seychellois accepted onto a course at an approved educational institution in Seychelles, such as the University of Seychelles or the Seychelles Institute of Technology. It carries no right to work.

Not published by Immigration — allow 6-8 weeks, including document attestation in PakistanSCR 1,000 processing on submission + SCR 1,500 per year of permit or part thereof on approval
  • Letter of acceptance from the approved Seychelles institution
  • Completed Student's Permit application form from ics.gov.sc
  • Evidence of financial support for the full course (sponsor's bank statements or scholarship letter)
  • Copy of the passport bio-data page and two recent passport photographs
  • Full (long-form) birth certificate with English translation and MOFA attestation
  • Proof of accommodation in Seychelles if requested by Immigration

Gainful Occupation Permit (GOP) — Employed

The single work permit for Seychelles, tied to one employer, job title and set of duties. The employer applies to Immigration only after the Ministry of Employment and Social Affairs issues an approval certificate for the post — you cannot convert a visitor's permit into it after arrival.

Permit collected 1-5 days after submission to Immigration; the Ministry of Employment approval certificate beforehand usually takes several weeksSCR 1,000 processing + SCR 500 per month of validity or part thereof, payable on submission (normally borne by the employer)
  • Ministry of Employment and Social Affairs approval certificate for the post, obtained by the employer first
  • Signed employment contract stating job title, duties, salary and duration
  • Degrees and trade certificates attested by HEC/IBCC and the Pakistan Ministry of Foreign Affairs
  • Experience letters from previous employers on company letterhead
  • Medical certificate and police character certificate from the district police
  • Security bond lodged by the employer per the ICS security bond fee schedule

Gainful Occupation Permit (GOP) — Self-Employed / Investor

The same Gainful Occupation Permit, applied for by the individual rather than an employer, covering investors, business owners and self-employed professionals. The company must be registered and licensed in Seychelles before Immigration will look at the permit, and there is no published minimum investment — each case is assessed on its merits.

1-5 days at Immigration once company registration and licensing are complete; the company and licence steps themselves take considerably longerSCR 1,000 processing + SCR 500 per month of validity or part thereof
  • Company incorporated in Seychelles (Registrar of Companies certificate)
  • Sector trade licence from the Seychelles Licensing Authority
  • Business plan with proof of the investment funds and their source
  • Bank statements evidencing capital and personal financial standing
  • Medical certificate, police character certificate and security bond

Residence Permit (5-Year)

Five-year residence status for people with a family or domestic connection to Seychelles, or who make a special contribution to its economic, social or cultural life. It grants no right to work — a business owner or employee still needs a GOP — and no free medical services or social security. Granted at ministerial discretion.

Not published — allow several months; granted at ministerial discretionSCR 1,000 processing + SCR 150,000 main applicant, SCR 75,000 spouse applying at the same time, SCR 25,000 per child endorsement (five-year term)
  • Documented family or domestic connection to Seychelles, or evidence of a special economic, social or cultural contribution
  • Bank guarantee of not less than SCR 20,000
  • Banker's confirmation and documentary evidence of financial status
  • Undertaking to be present in Seychelles at least five days in each twelve months of validity
  • Police character certificate — applicant must not be a prohibited immigrant
  • Medical certificate and copy of the passport bio-data page

Dependant's Permit (Spouse & Minor Children of a Seychellois Citizen)

The only family-reunion permit Immigration publishes, and it works one way only: a Seychellois citizen sponsors a non-citizen spouse and minor children. It does not authorise employment — a spouse who wants to work needs a separate GOP — and it is not available to the families of GOP or Residence Permit holders.

Not published — allow around 2-3 months, longer where documents need attestation in PakistanSCR 1,000 processing + SCR 1,000 per year of permit
  • Proof of the sponsor's Seychellois citizenship (passport, birth certificate or naturalisation certificate)
  • NADRA computerised marriage registration certificate for a spouse, MOFA attested and translated
  • Full birth certificate for each child, MOFA attested and translated
  • Copy of the dependant's passport bio-data page
  • Medical certificate for each dependant
  • Sponsor's proof of means (pay slips or savings statements) plus a security bond

Permanent Residence

Settled status for people already lawfully resident in Seychelles. Holders may work without a Gainful Occupation Permit and pay half the usual government sanction fee when buying residential property. Immigration publishes no qualifying period and no fee — it is decided case by case at ministerial discretion, so treat it as a long-term goal rather than a route in.

Not published — decided at ministerial discretion; expect many monthsNot published by Immigration — assessed case by case; confirm with ICS, Victoria
  • Record of continuous lawful residence in Seychelles, with no absence exceeding one year without ministerial consent
  • No conviction carrying more than one year's imprisonment
  • Applicant must not be classified as a prohibited immigrant
  • Evidence of settled ties — marriage to a Seychellois, family connection or long-term employment
  • Copies of all previous permits plus passport and financial history covering the residence period

Why Seychelles

What makes Seychelles worth it

No visa — but not an open door

Seychelles issues no visa to any nationality. Pakistani passport holders apply online for the Seychelles Travel Authorisation before boarding and collect a free visitor's permit of up to three months at the airport — where Immigration still checks the return ticket, licensed accommodation and funds of US$150 per day, and can refuse entry.

Work begins with the employer, not the airport

There is no job-seeker route. Your employer must first obtain an approval certificate for the post from the Ministry of Employment and Social Affairs; only then does Immigration issue the Gainful Occupation Permit, which is collected 1-5 days after submission in Victoria.

Flat 15% salary tax for expatriates

Non-Seychellois employees are currently taxed at a flat 15% on salary, and Seychelles levies no capital gains tax and no inheritance tax. It also records the highest GDP per capita in Africa. Confirm current rates with the Seychelles Revenue Commission before you sign a contract.

A small labour market that runs on expatriates

Tourism, hospitality, construction and fisheries all depend on foreign staff in a country of roughly 120,000 people, and South Asian workers are a large part of that workforce. Every single post still has to be cleared by the Ministry of Employment first, so a genuine sponsor is the whole game.

FAQ

Seychelles questions, answered

Do Pakistani passport holders need a visa for Seychelles?

No. Seychelles issues no visa to any nationality — you apply online for the Seychelles Travel Authorisation at the official portal before boarding, and Immigration grants a free visitor's permit of up to three months on arrival. It is not a formality: airlines will not board you without an approved authorisation, and at the airport you must show a return or onward ticket, confirmed licensed accommodation and funds of at least US$150 per day. Weak paperwork gets people refused entry and sent back.

Can I travel to Seychelles and look for a job once I am there?

No. Seychelles has no job-seeker route, and the visitor's permit does not allow gainful occupation of any kind. Your employer must first obtain the approval certificate for the post from the Ministry of Employment and Social Affairs, then apply to Immigration for the Gainful Occupation Permit before you travel. Working without a GOP means removal and a record that will follow you.

Can I take my wife and children with me on a Gainful Occupation Permit?

Not on a Dependant's Permit. Immigration's Dependant's Permit can only be sponsored by a Seychellois citizen for a non-citizen spouse and minor children — it is not available to families of GOP or Residence Permit holders, and it carries no right to work in any case. A spouse who wants to move and work needs their own GOP with their own employer; children accepted at an approved school or institution can apply for a Student Permit. Plan family relocation as separate applications, not as an add-on to your work permit.

Does Seychelles offer a digital nomad visa or citizenship by investment?

No. Immigration publishes only six permit categories — visitor's, student, gainful occupation, residence, dependant's and permanent residence — plus a permit for International Trade Zone employees. There is no digital nomad or remote-work permit on that list, and Seychelles does not sell citizenship; anyone offering you a Seychelles passport for money is running a fraud. The legitimate long-stay options are extending the visitor's permit in three-month blocks to a twelve-month maximum, or the five-year Residence Permit at SCR 150,000 for the main applicant, which grants no right to work.
