Mauritius Tourist Visa
The standard visitor visa for holidays and family visits, which Pakistani nationals must obtain before travelling — there is no visa on arrival for Pakistan. Normally granted for up to 60 days per entry, and capped at 180 days in a calendar year.
- Passport valid beyond the intended stay, with at least one blank page
- Confirmed return ticket and paid accommodation covering the whole stay
- Six months of bank statements showing roughly USD 100 for each day of stay
- Application lodged at the Mauritius High Commission in Islamabad, or prior clearance sought from the Passport & Immigration Office by your Mauritian host
- Mauritius All-in-One Travel Form completed online before departure
Business Visa
Short-stay visa for meetings, trade fairs, negotiations and conferences with a Mauritian counterparty. Business visitors are limited to 120 days in a calendar year and may not take up employment.
- Invitation letter from the Mauritian company stating exact dates and purpose of visit
- Letter from your Pakistani employer or company confirming position and approved leave
- Business registration certificate of the Mauritian host company
- Return ticket, accommodation booking and six months of bank statements
- No employment in Mauritius — a business visa carries no right to work
Premium Visa
A one-year renewable long-stay visa for remote workers, retirees and extended visitors whose income stays offshore, issued free of charge. Pakistan is not on the eligible-country list for applying from abroad, so Pakistani nationals enter on a tourist visa and file the online application from inside Mauritius.
- Evidence that your employer, business and income are all based outside Mauritius
- Documented monthly income of at least USD 1,500, plus roughly USD 500 per accompanying dependant
- Travel and health insurance covering the full period of stay
- Proof of accommodation in Mauritius — lease, hotel booking or host's undertaking
- Signed undertaking not to enter the Mauritian labour market
- For Pakistani nationals: entry on a tourist visa first, then the online application from within Mauritius
Student Entry / Residence Permit
The single permit covering all study in Mauritius: undergraduate, postgraduate, MPhil, doctoral and post-doctoral courses at institutions registered with the Higher Education Commission, and certificate or diploma courses of at least six months at training institutions registered with the Mauritius Qualifications Authority. Filed through the National E-Licensing System using an enrolment key from the institution.
- Letter of offer from an HEC- or MQA-registered institution, plus the NELS enrolment key and your signed letter of acceptance
- Certified bank statements showing a closing balance of at least MUR 150,000
- Medical report under six months old: fitness certificate, chest X-ray certified by a radiologist, full blood count, fasting blood sugar, blood urea, Hepatitis B surface antigen, HIV and VDRL/TPHA
- Proof of accommodation in Mauritius and a police certificate, produced in original at the PIO appointment in Port Louis
- Repeat medical tests at a Mauritian clinic uploaded to NELS within 14 days of arrival
- Full-time students may work up to 20 hours per week
Young Professional Occupation Permit (YPOP)
The post-study work route for foreign graduates of Mauritian institutions, giving up to three years of employment and residence. You need a Mauritian job offer, and the employer files the application.
- Undergraduate degree or recognised professional qualification completed at an HEC-registered institution in Mauritius
- Employment contract with a Mauritian employer at a basic salary of at least MUR 25,000 per month
- Application filed by the employer on the National E-Licensing System
- Medical certificate less than six months old
- Maximum three years, tied to the length of the employment contract
Occupation Permit — Professional
The employer-sponsored skilled worker route, combining work authorisation and residence in one permit issued for up to 10 years in line with your contract. The Mauritian employer files the application; you do not need to travel to Mauritius to start it.
- Signed employment contract with a local or multinational employer established in Mauritius
- Basic monthly salary of at least MUR 30,000
- Degree and professional qualification certificates, attested and translated where required
- Medical certificate under six months old and a police clearance certificate
- Employer's director or HR representative submits the file on the National E-Licensing System
Occupation Permit — Investor
A 10-year renewable work and residence permit for foreign nationals investing in a Mauritian company, from USD 50,000. A USD 100,000 variant exists with lighter turnover targets.
- Transfer of at least USD 50,000 into the Mauritian company's bank account, evidenced by SWIFT confirmation
- Minimum turnover of MUR 1.5 million from year 1, growing to MUR 20 million cumulative by year 5
- Company incorporated in Mauritius with the applicant as shareholder or director
- Funds transferred within 60 days of the permit being issued
- Spouse, unmarried children and dependent parents may be added as dependants
Occupation Permit — Self-Employed
For consultants, freelancers and one-person service businesses registering under the Business Registration Act. Also a 10-year renewable permit, with income targets running from the first year.
- Transfer of USD 50,000 into a Mauritian bank account within 60 days of the permit being issued
- Registration as a one-person business in a qualifying services activity
- Three letters of intent, at least two from potential Mauritian clients
- Business income of at least MUR 750,000 from year 1, reaching MUR 6 million cumulative by year 5
- Valid 10 years and renewable on continued performance against those targets
Work Permit (Ministry of Labour)
The route for non-citizen workers earning below the Occupation Permit salary threshold, widely used in textiles, manufacturing, construction and food processing. Employer-driven, and paired with a residence permit from the Passport & Immigration Office.
- Written job offer from a licensed Mauritian employer, who files the application
- Employer evidence that the post could not be filled by a local worker
- Trade test result or recognised skills certificate for the occupation
- Medical examination and police clearance certificate
- Matching residence permit issued by the Passport & Immigration Office
Retired Non-Citizen Residence Permit
A 10-year renewable residence permit for applicants aged 50 and over living on offshore income or a pension. Holders may invest in a Mauritian business but may not be employed by it or draw any salary or employment benefit from it.
- Applicant aged 50 or over at the date of application
- Certified proof of a guaranteed income of at least USD 2,000 per month, or USD 24,000 per year
- Undertaking to transfer that amount into a Mauritian bank account each year of the permit
- Police clearance certificate and medical certificate under six months old
- Spouse and dependants may be included on the same permit
Residence Permit by Property Acquisition
Mauritius's genuine residency-by-investment route: buy an approved residential property from USD 375,000 and hold residence for as long as you own it. Holders are exempted from needing an Occupation or Work Permit to invest and work in Mauritius.
- Property purchased for at least USD 375,000 under IRS, RES, PDS, Smart City, Invest Hotel or the G+2 apartment scheme
- EDB approval of both the development and the buyer
- Full source-of-funds evidence covering the whole purchase price
- Spouse and children under 24 covered; residence lasts as long as you own the property
- Deed executed before a Mauritian notary, with funds remitted through the banking system
Permanent Residence Permit (PRP)
A 20-year renewable residence status for investors, professionals, self-employed entrepreneurs and retirees who have met performance thresholds over five years. Applications go to the Residence Permit Section of the Prime Minister's Office in Port Louis.
- Five years held on a valid Occupation Permit, Work Permit or Residence Permit
- Investors: annual turnover of at least MUR 15 million, or MUR 75 million aggregate over five consecutive years
- Self-employed: business income of at least MUR 3 million a year, or MUR 15 million aggregate
- Professionals: basic monthly salary of at least MUR 400,000 for five consecutive years
- Retired non-citizens: transfers totalling at least USD 200,000 over five consecutive years
- Spouse, children and dependent parents may hold the same status
Family Occupation Permit
A 10-year permit covering an entire family unit in exchange for a non-refundable USD 250,000 contribution to the COVID-19 Projects Development Fund. Both the applicant and spouse may work and invest in Mauritius. Filed directly with the Economic Development Board.

- Full source-of-funds and due-diligence documentation for the contribution
- Applicant and spouse both permitted to work and invest in Mauritius

Dependant Residence Permit
Family reunification for holders of an Occupation, Residence or Permanent Residence Permit. Covers spouses and common-law partners, unmarried children and dependent parents, and runs for the same period as the principal's permit.
- Principal holds a valid Occupation, Residence or Permanent Residence Permit
- Attested marriage certificate, or documentary evidence of a common-law partnership
- Attested birth certificates for unmarried children, and proof of financial dependency for parents
- Medical certificate under six months old for each dependant
- Permit expires on the same date as the principal's permit
Residence Permit — Spouse of a Mauritian Citizen
Residence for the non-citizen husband or wife of a Mauritian national, issued and renewed by the Passport & Immigration Office. Long-term holders may later become eligible to apply for registration as a citizen.
- Marriage certificate for a marriage legally valid and registered in Mauritius
- Mauritian spouse's national identity card, passport and proof of address
- Evidence the marriage is genuine and subsisting — joint tenancy or utility accounts, photographs, correspondence
- Police clearance certificate and medical certificate under six months old
- Renewable, with a possible later route to citizenship by registration

What makes Mauritius worth it
One permit, up to ten years
The Occupation Permit combines work authorisation and residence in a single document. The investor and self-employed permits run a full 10 years and are renewable; the professional permit follows the length of your contract, up to 10 years. Spouse, unmarried children and dependent parents can be added as dependants.
Investor-friendly tax base
No capital gains tax, no inheritance tax and a 15% corporate rate, backed by a wide double-taxation treaty network — the reason Mauritius remains the leading holding jurisdiction for investment into Africa. Since the 2016 treaty amendment it no longer offers the old capital-gains advantage on Indian investments.
English-language jurisdiction
English is the official language of government, the courts and the universities, on a hybrid system of French civil law and English common law. There is no language test, though French and Creole dominate day-to-day life. Foreign degrees are assessed for equivalence by the Higher Education Commission.
Residence through property
An approved home from USD 375,000 under IRS, RES, PDS, Smart City, Invest Hotel or the G+2 apartment scheme grants residence to you, your spouse and children under 24 for as long as you own it — and exempts you from needing a separate Occupation or Work Permit to work and invest in Mauritius.

Mauritius questions, answered
Do Pakistani passport holders get visa on arrival in Mauritius?
No. Pakistan is on the list of nationalities that must obtain a Mauritian visa in advance from a Mauritian diplomatic mission, so neither the visa-free route nor the visa on arrival applies. Papers are lodged with the Mauritius High Commission in Islamabad, or your Mauritian host, employer or institution can seek prior clearance from the Passport & Immigration Office in Port Louis. Allow several weeks, and never buy non-refundable tickets before the visa is in hand.
Can I apply for the Premium Visa from Pakistan?
Not directly. The Premium Visa's eligible-country list covers roughly 150 nationalities that enter Mauritius visa-free or on arrival, and Pakistan is not among them. The officially stated path for everyone else is to enter Mauritius first on a tourist visa and submit the online Premium Visa application during that stay. Many Pakistani clients are better served skipping it entirely for an Occupation Permit — we will tell you which is realistic before you spend anything.
Which route is genuinely strongest for a Pakistani applicant?
For business owners and consultants, the Occupation Permit as Investor or Self-Employed at USD 50,000 is the cleanest — a 10-year work-and-residence permit that also covers spouse, children and parents. Salaried professionals need a real Mauritian employer paying at least MUR 30,000 basic per month, and because the employer files the application on the e-licensing system, the job offer has to come first. There is no self-sponsored skilled-worker route.
What causes refusals, and how hard is the banking side?
The recurring refusal reasons we see are unverifiable source of funds, bank statements that contradict declared income, thin business plans, and incomplete medical or police clearance documents. Mauritian banks apply strict due diligence to inbound transfers from Pakistan, so budget extra weeks to open the account and move the money — the investment must land within 60 days of the permit being issued.
