Visa C — Short-Stay Visa (Tourism or Private Visit)
Serbia's short-stay visa for tourism, visiting family or friends, and transit — entry, transit or stay of up to 90 days within any 180-day period, single or multiple entry. Required for Pakistani ordinary passport holders.
- Completed visa application form and one 3.5 x 4.5 cm photograph
- Passport issued within the last 10 years, valid at least 90 days beyond the intended departure, with two blank pages
- Hotel booking, or the Serbian MFA's prescribed private-visit invitation letter (pozivno pismo) completed and certified by your host in Serbia
- Travel medical insurance valid in Serbia for the whole stay
- Proof of means of subsistence — around EUR 50 for each day of stay — with six months of bank statements
- Return or onward ticket booking plus employment, business or study evidence showing ties to Pakistan
Visa C — Business Visit
The same 90-day short-stay visa filed on business grounds: meetings, negotiations, trade fairs, supplier audits, equipment inspection or contract signing. It does not allow you to take up paid work in Serbia, which requires a unified residence-and-work permit.
- Business invitation letter on the Serbian MFA's prescribed business form, completed and certified by the inviting Serbian company

- Letter from your Pakistani employer, or your own company's registration papers, NTN certificate and latest FBR tax return

Temporary Residence — Real Estate Ownership
Ownership of registered property in Serbia is a listed ground for temporary residence and is renewable while you still own it. It is a residence-only route: it carries no right to work, which requires a separate unified permit.

- White card (prijava boravišta) — address registration with the local police within 24 hours of arrival

Visa D plus Temporary Residence — Schooling and University Studies
The long-stay route for accredited secondary schooling and for bachelor's, master's and doctoral programmes, including the growing number taught in English. The Visa D (90–180 days) gets you into Serbia; temporary residence is then approved locally and renewed for each study year.
- Enrolment confirmation (potvrda o upisu) from an accredited Serbian school or faculty stating programme, start date and duration
- Recognition of your Pakistani qualification by Serbia's Qualifications Agency (ENIC/NARIC Serbia), with HEC-attested and MOFA-apostilled documents translated by a Serbian court-sworn translator
- Receipt for paid tuition or a scholarship award letter
- Proof of maintenance funds plus a dormitory letter or signed lease
- Health insurance valid in Serbia and an apostilled Police Character Certificate
Temporary Residence — Scientific Research
A separately listed residence ground for researchers and doctoral candidates hosted by an accredited Serbian scientific-research organisation or university faculty. Where the work is performed under an employment or service contract, the unified residence-and-work permit is used instead.

Unified Residence and Work Permit — Employment (Jedinstvena Dozvola)
Serbia's main employer-sponsored route since the 2023 reforms took effect in 2024: one application and one biometric card covering both temporary residence and the right to work, issued for up to three years and renewable. Filed online on the Foreigners' Portal by the employer or by the worker.
- Signed Serbian employment contract stating job title, salary and duration
- Labour market test run by the employer through the National Employment Service showing no suitable candidate from the domestic labour market
- Employer's APR registration extract and proof it is current on taxes and social contributions
- Degree or trade qualification for the role, HEC-attested, apostilled and court-translated into Serbian
- Valid passport, apostilled Police Character Certificate, health insurance and proof of a Serbian address
Unified Permit — Self-Employment and Entrepreneurs
For founders who register a Serbian limited company (d.o.o.) or sole trader (preduzetnik) and work in it themselves. This is also the practical route for freelancers and remote workers, because Serbia has no dedicated digital nomad visa.
- APR registration decision (rešenje o registraciji) naming you as founder and legal representative
- Employment or engagement contract between you and your own company, showing salary and social contributions
- Lease or title deed for the registered business seat in Serbia
- Serbian business bank account, proof of operating funds and a short business plan
- Health insurance valid in Serbia, apostilled Police Character Certificate and valid passport
Unified Permit — Intra-Company Transfer and Posted Workers
Two listed special cases of employment: 'movement within the company' for staff transferred into a Serbian group entity, and 'referred persons' posted to Serbia under a business-technical cooperation, supply, installation or training contract.
- Employment contract and proof of service with the sending company abroad for the qualifying period
- Assignment or secondment letter naming the role, dates, remuneration and the Serbian host entity
- For posted workers, the business-technical cooperation or service contract between the foreign employer and the Serbian company
- Evidence that salary and social security cover continue throughout the assignment
- Health insurance valid in Serbia, proof of accommodation and a valid passport
Unified Permit — Independent Professional and Professional Training
Covers foreigners engaged under a contract to deliver a specific professional assignment in Serbia, and those admitted for professional practice, specialisation, internship or work practice with a Serbian organisation. Both are listed as special cases of employment under the unified permit.
- Service or consultancy contract with the Serbian client stating scope, duration and fee, or a signed traineeship and professional-development agreement
- Proof of the professional qualification or licence relied on, apostilled and court-translated
- APR registration extract for the Serbian host organisation

Visa D plus Temporary Residence — Investor
The investor route set out on Serbia's own Foreigners' Portal: residence for a foreigner who has invested tangible or intangible assets in a company registered in Serbia and can evidence at least EUR 50,000, or the equivalent, in a Serbian bank account. Serbia has no citizenship-by-investment programme.
- Proof of tangible or intangible assets invested in a company registered in the Republic of Serbia
- Bank confirmation of at least EUR 50,000, or the dinar or foreign-currency equivalent, held in a Serbian account
- APR registration extract for the Serbian company and its latest financial statement
- Evidence of the lawful origin of the funds, with FBR tax returns and Pakistani bank statements
- Proof of accommodation in Serbia, health insurance valid there and a valid passport
Visa D plus Temporary Residence — Family Reunification (Spouse or Common-Law Partner)
For the spouse or common-law partner of a Serbian citizen, or of a foreigner already holding valid temporary residence, a unified permit or permanent residence in Serbia. Granted for up to three years at a time and renewable.
- NADRA computerised marriage certificate and the Union Council nikah registration, apostilled by Pakistan's MOFA and translated by a Serbian court-sworn translator
- Sponsor's Serbian ID card (lična karta), residence or unified permit, or citizenship certificate
- Evidence the relationship is genuine and subsisting — nikahnama, wedding photographs, call and message records, joint tenancy or remittance records
- Sponsor's payslips or tax return plus a lease or title deed showing accommodation adequate for the family
- Health insurance valid in Serbia and an apostilled Police Character Certificate
Temporary Residence — Family Reunification (Children and Dependent Parents)
Extends residence to the minor and adopted children of a sponsor lawfully resident in Serbia and, in justified cases, to dependent parents and other close family members the sponsor supports.
- NADRA birth certificate, or the adoption order, proving the relationship, apostilled and translated by a Serbian court-sworn translator
- Notarised and apostilled consent of the non-accompanying parent where a minor travels with one parent only
- Sponsor's valid Serbian residence permit, unified permit, permanent residence or citizenship proof
- Evidence of financial dependency for parents and adult relatives, plus the sponsor's income and housing documents
- Health insurance covering each family member in Serbia and valid passports

What makes Serbia worth it
One card, work and residence
Serbia's 2023 reforms took effect in 2024: the jedinstvena dozvola merges the residence permit and the work permit into a single biometric card, issued for up to three years and applied for online through the government's Foreigners' Portal, with a decision due within 15 days of a properly completed application.
A Schengen, UK or US visa is a real shortcut
Serbia's Ministry of Foreign Affairs confirms that holders of a valid Schengen, EU member state, UK or US visa or residence permit may enter, transit and stay in Serbia up to 90 days within a six-month period without a Serbian visa. For many Pakistani clients that is the fastest lawful way in.
No Serbian embassy in Pakistan
Pakistan is covered on a non-resident basis from Serbia's embassy in Tehran, with an honorary consulate in Karachi that cannot issue visas. Electronic visa applications opened on 23 April 2025, but only for nationalities enabled on the portal, so budget time and, if needed, travel to a Serbian mission abroad.
Settlement yes, a second passport is not a given
Long-stay residence can lead to permanent residence and, in time, to naturalisation. But Serbian citizenship is normally granted only against release from your existing nationality, and Pakistan has no dual-nationality arrangement with Serbia. Serbia is also outside the EU and Schengen, so a Serbian permit gives no right to live or work in the EU.

Serbia questions, answered
Do Pakistani passport holders need a visa for Serbia?
Yes. Serbia's Ministry of Foreign Affairs lists Pakistan as visa-required for ordinary passports (diplomatic and official passports are exempt for visits of up to 30 days). A Visa C covers stays of up to 90 days in any 180; a Visa D covers 90 to 180 days and is the entry visa used before a residence permit. One genuine shortcut: if you already hold a valid Schengen, EU member state, UK or US visa or residence permit, Serbia allows entry, transit and stay of up to 90 days within a six-month period without a Serbian visa. Carry the passport bearing that visa and expect the border officer to check it is valid for the whole stay.
Where do I apply if there is no Serbian embassy in Pakistan?
Serbia has no resident embassy in Pakistan. The country is covered on a non-resident basis by the Serbian Embassy in Tehran, and there is an honorary consulate in Karachi that cannot issue visas. Serbia opened electronic visa applications — a digital travel authorisation filed through an eid.gov.rs account on the Foreigners' Portal — on 23 April 2025, but only for nationalities enabled on the portal and only where the applicant meets low-migration-risk and reciprocity criteria; those who do not qualify receive a sticker visa from a mission instead. Whether Pakistan is enabled has to be checked at the time of filing, so plan for the possibility of travelling to a Serbian mission and start six to eight weeks ahead.
Does Serbia have a digital nomad visa?
No. The government's own digital nomad page advertises tax incentives, not a visa: there is no dedicated digital nomad visa or residence category in Serbia's list of residence grounds. What genuinely exists is the unified residence-and-work permit on self-employment or independent-professional grounds — you register a Serbian company or sole trader, or sign a service contract with a Serbian client, and receive a permit that lawfully covers remote and freelance work. We build the file around that, not around a visa that does not exist.
How likely is a refusal, and what causes it?
Short-stay files from Pakistan get heavy scrutiny — Serbia sits on a known irregular-migration corridor into the EU — and a refusal usually comes with only a brief statement of grounds. What moves the decision is demonstrable ties to Pakistan (steady employment or a registered business, property, dependants), bank history consistent with your declared income, and a host or booking that can actually be verified. Long-stay files built on a real Serbian employer, university place or spouse are considerably more predictable than tourist applications, and we will tell you when a file is not ready rather than filing it.
