Montenegro visas, from Pakistan.

Montenegro's standard short-stay visa for tourism, visiting family or friends, and business trips such as meetings, negotiations, trade fairs or supplier visits. Allows up to 90 days in any 180-day period and is issued as single, double or multiple entry. It never permits paid work in Montenegro.

• Passport valid at least 3 months beyond the intended departure, with two blank pages
• Confirmed return flight reservation and paid or confirmed accommodation for the full stay
• Travel medical insurance valid in Montenegro for the whole trip
• Bank statements for the last 6 months, stamped by the bank, showing funds for the stay
• For tourism: employment letter or business registration and NTN showing ties to Pakistan; for business: invitation letter from the Montenegrin host company stating purpose, dates and who pays costs

The national long-stay visa for stays beyond 90 days, and the normal entry route for a Pakistani national who will claim temporary residence after arrival. It is issued on the strength of an underlying purpose — approved employment, study, research, family reunification or business activity — and must be obtained abroad before travel.

• Documentary proof of the long-stay purpose: work permit approval, enrolment certificate, hosting agreement or family evidence
• Registered lease, hotel booking or host's notarised statement as proof of accommodation in Montenegro
• Bank statements or sponsor's undertaking showing means of subsistence for the period
• Health insurance valid in Montenegro
• Pakistani police character certificate, apostilled by MOFA Islamabad and translated by a court-sworn Montenegrin translator

Residence permit for foreigners enrolled at an accredited Montenegrin secondary school, university or postgraduate programme, including students arriving on exchange schemes. Granted for the academic year and renewed annually while studies continue.

• Certificate of enrolment or admission letter from the accredited Montenegrin institution
• Receipt for tuition paid, plus bank statements or sponsor's undertaking covering living costs
• Registered lease, dormitory letter or notarised host statement as proof of address
• Health insurance valid in Montenegro for the study period
• HSSC / degree certificates and transcripts, apostilled by MOFA Islamabad and sworn-translated, plus an apostilled police character certificate

Route for researchers and PhD-level academics engaged by a Montenegrin scientific institute or university under a hosting or research agreement. Duration follows the research contract and it is renewed with it.

• Signed hosting or research agreement with the accredited Montenegrin institution
• Degree certificates and, where required, a recognition decision for the foreign qualification
• Proof of stipend, grant or salary covering the whole stay
• Registered lease or institution-provided accommodation letter
• Health insurance valid in Montenegro and an apostilled Pakistani police character certificate

Montenegro's main employer-sponsored route, combining the right to reside and the right to work in one application filed on the strength of a contract with a registered Montenegrin employer. It is issued against the annual quota for employing foreigners, which the government sets by decision each year and allocates across tourism, construction, trade and services — so availability genuinely depends on the year and the sector.

• Signed employment contract with a registered Montenegrin employer, normally 12 months or longer, checkable against the company register (CRPS)
• Employer's confirmation that a quota place is available for the post
• Pakistani police character certificate, apostilled by MOFA Islamabad and sworn-translated into Montenegrin
• Medical certificate of fitness for the job from an approved clinic
• Degree, diploma or trade certificate, apostilled and — where the occupation is regulated — formally recognised in Montenegro

The permit behind Montenegro's May-to-October coastal season in hotels, restaurants and resorts. It is time-limited to part of the calendar year — commonly capped at around six months, with extension only where the law allows — and does not lead directly to settlement, so treat it as seasonal income, not relocation.

• Seasonal employment contract from a registered Montenegrin hospitality or tourism employer, stating wage, role and season dates
• Employer's confirmation of a seasonal quota place for that year
• Written confirmation of accommodation for the season, normally employer-provided
• Apostilled Pakistani police character certificate and medical fitness certificate
• Valid passport and a Visa D obtained at the accredited Montenegrin post abroad before travel

For a worker employed by a foreign company who is sent to Montenegro to deliver services under a business contract between that company and a Montenegrin client. The worker stays on the foreign payroll; the permit runs for the assignment.

• Signed service contract between the foreign employer and the registered Montenegrin client company
• Proof of continuous employment with the sending company, such as contract plus salary slips
• Assignment letter stating role, duration, place of work and remuneration
• Apostilled Pakistani police character certificate and apostilled qualification evidence
• Accommodation confirmation and health insurance covering the assignment period

Entrepreneur route based on registering a Montenegrin limited company (d.o.o., which can be incorporated with minimal share capital) and being appointed its executive director, or registering as a self-employed entrepreneur. Renewal depends on the company genuinely trading and paying its taxes and contributions — a dormant shell company is the usual reason these permits are not renewed.

• Certificate of registration for the Montenegrin d.o.o. from the Central Register (CRPS) naming the applicant as executive director
• Work permit approval for the director position
• Montenegrin business bank account and evidence of actual trading — invoices, contracts or filed tax returns at renewal
• Registered lease or title deed as proof of address in Montenegro
• Apostilled Pakistani police character certificate, valid passport and health insurance

Residence for remote workers and freelancers who earn from clients or an employer outside Montenegro, with favourable treatment of that foreign-source income. Granted for up to two years and renewable, with a break outside Montenegro required afterwards. It is a scheme with defined validity periods that the government has revised before, so we confirm it is open and check the current income threshold before you file.

• Employment contract or client contracts showing the work is performed for a company or clients registered outside Montenegro
• Bank statements for the last 12 months evidencing regular income at or above the threshold in force — we confirm the current figure before filing
• Registered lease or title deed for accommodation in Montenegro
• Health insurance valid in Montenegro for the permit period
• Apostilled Pakistani police character certificate and passport valid beyond the permit period

Renewable one-year residence for owners of registered Montenegrin property. It gives the right to live in Montenegro; it does not by itself give the right to work, and it is not citizenship — Montenegro's citizenship-by-investment programme closed at the end of 2022. Value thresholds and conditions for this route have been tightened and reviewed, so the current rules must be checked before any purchase.

• Title deed registered in the applicant's name in the Montenegrin cadastre
• Tax Authority decision on the property transfer tax, showing the assessed value
• Proof of means of subsistence, such as bank statements or pension/income evidence
• Health insurance valid in Montenegro
• Apostilled Pakistani police character certificate, valid passport and Visa D for the initial entry

For the spouse and minor children of a sponsor who is either a Montenegrin citizen or a foreigner already holding Montenegrin temporary residence. Granted for up to one year at a time and, where the sponsor is a foreign resident, no longer than the sponsor's own permit. It does not by itself carry the right to work — a family member who wants a job needs their own work authorisation.

• Sponsor's Montenegrin residence card in hand, or proof of the sponsor's Montenegrin citizenship and address
• NADRA computerised marriage certificate and/or children's birth certificates, recently issued, apostilled by MOFA Islamabad and translated by a court-sworn Montenegrin translator
• Registered lease or title deed showing accommodation adequate for the whole family
• Sponsor's employment contract, payslips or bank statements proving means of subsistence, plus health insurance for each dependant
• Notarised consent of the other parent where a child travels without them, and an apostilled police character certificate for each adult applicant
